Description: Study bureaucratic power and politics in public administration at all levels of government. Examine the experiences of public executives, managers and front-line public employees who have challenged the traditional hierarchies and formal rules and procedures in public organizations to facilitate change and innovation. Evaluate the tension between public expectations, administrative responsiveness and administrative competence. Analyze sources of bureaucratic power, the nature of bureaucratic discretion, institutional checks on the bureaucracy and the role of long-range planning and measurable outcomes in the evaluation of public policy. Special attention will be devoted to proposals to deregulate public organizations and to collaborate with entities outside the public agency.

Prerequisite: The American Political System: An Introduction to American Government, Introduction to Public Policy, Introduction to Public Administration or equivalents.
