This course will examine the organizational and funding of emergency management agencies at the state and federal levels and consider the impact of federalism on inter-governmental relations in the mitigation, response to and recovery from natural and human-made disasters. Policy lessons from particular disasters in California and the midwest will be studied. Group behavior, citizen participation, the need for proper training, the use of geographic information systems and the roles of the private sector, community volunteers and public and private insurance in mitigating and responding to disasters will be reviewed.
