Description: Review the history and development of the American fire service. Addresses management issues and organization of a fire department. Includes value engineering for capital resources; cost effectiveness in service delivery; fire prevention, suppression and investigation; emergency medical services; the utilization of computers in data collection, retrieval and analysis. Apply content to local fire protection issues.

Prerequisites: Introduction to Public Administration or equivalent, or significant practical background in administration and management.

Recommended (1 or more): Accounting for Decision Makers, Management Principles, The American Political System, College Writing, Communication Decisions, Human Service Management, or equivalents.

PURPOSE: This course provided the student with an understanding of the following: the application of management theory and techniques to the fire service organization; the impact of financial, political, and legal considerations on the public fire service; the relationship that exists between fire service organizations and the community served; and the relationship between the fire service and other governmental agencies. The course also provided an understanding of the varied services that the contemporary fire service organization delivers to the community.

LEARNING ACTIVITIES: The learning activities were identified in the Advanced Fire Administration Course Guide/Reader (National Fire Academy, 1992). They included readings in the textbook, Managing Fire Services (Coleman and Granito, editors, 2nd edition). The student also completed three written assignments and participated in two residency discussion groups with the course tutor and other students.

METHOD AND CRITERIA FOR EVALUATION: Successful completion of the course was based on the following: The student had to master course material and concepts, and demonstrate such mastery through the application of course concepts to fire service managerial problems and situations. This required the student to merge his/her fire service experience, other sources, and course materials into a cogent essay that exhibited good academic writing, research and critical thinking skills.
